HB 583 is now in effect — the host's plain-English guide
As of today, House Bill 583 is Idaho law. It passed in March after three legislative sessions, and it took effect July 1, 2026. Here is what it means for you, in plain English.
The short version
Idaho now has one statewide baseline for short-term rentals. Every host meets the same safety standard, and cities and counties can no longer stack extra permits, limits, or fees on vacation rentals that they would never put on the house next door. That is the whole bill in two sentences.
What the law asks of every host
The statewide standard is about keeping guests safe. If you already run a good rental, you are most of the way there.
- Smoke alarms in every sleeping area
- A fire extinguisher and a carbon monoxide detector on each floor
- Escape ladders in above-ground sleeping areas with windows
- Occupancy kept within building-code limits
- A guest emergency handout posted where guests will see it: exits, where the extinguisher and first aid kit are, and an emergency contact number
What your city can and can't ask of you
Your city or county can still enforce the ordinary rules that apply to every home in town. Noise, parking, nuisance, and traffic ordinances all still apply to your rental the same way they apply to your neighbors.
What they can no longer do is single out short-term rentals. The law stops local governments from requiring extra inspections, permits, licenses, insurance, parking, signage, or rental-day limits that would not apply to other residential properties.
If you get a notice that looks like a new short-term-rental-only requirement, do not assume it is right. Send it to us.
The one thing to check this month
Walk through your place with the list above in hand. Most hosts are missing exactly one item, and it is usually the posted emergency handout. Print it, put it where guests will see it, and you are done.
