
What Idaho Law Requires
On July 1, 2026, Idaho House Bill 583 established clear, fair statewide standards for short-term rentals. IVRA supported this legislation from the beginning. Here is what Idaho law now allows cities and counties to require:
Smoke alarms in all sleeping areas including basements and living rooms
Fire extinguisher and carbon monoxide detector on each floor
Escape ladders in all above-ground sleeping areas with windows
Maximum occupancy per international building code limits
Guest emergency handout: exits, extinguisher locations, first aid kit locations, emergency contact number
Compliance with all standard noise, parking, nuisance, and traffic ordinances that apply equally to all residential properties
Idaho law also prohibits cities and counties from requiring additional inspections, permits, licenses, insurance, parking, signage, or rental day limits that would not apply to other residential properties.

Guest Communication
- —House rules provided in writing before check-in
- —24/7 emergency contact available to guests during all stays
- —Response to guest issues within 2 hours
- —Clear check-in and check-out instructions provided
Neighbor Relations
- —Local contact number available to immediate neighbors
- —Guests informed of quiet hours and local noise ordinances at time of booking
- —Trash and recycling managed per local schedule
- —Outdoor lighting that does not disturb adjacent properties
Parking and Traffic
- —Parking limited to designated spaces only
- —Maximum vehicle count communicated to guests at booking
- —No blocking of neighboring driveways, sidewalks, or roadways
Property Maintenance
- —Property maintained to neighborhood standards year-round
- —Exterior kept clean and orderly between every stay
- —Prompt response to any neighbor-reported concerns
Occupancy and Use
- —Maximum occupancy per international building code limits
- —No commercial events beyond the registered guest group
- —Property used as residential accommodation, not event venue
